There are lots of links to http://members.optusnet.com.au/fqs/ which I am guessing is an old version of the site... For example look at links on The Navigator page. This page is also on the old? site (right mouse click on the page and view properties)

Hey guys, we are supposed to be experts on good web design. This page is for constructive feedback. We want all new comers, and not so new comers, to the art of web page building to learn what to do and what NOT to do. FQSDN site is a real good example for all designers to learn from..... |

Using framesets will give you never ending problems. My best advise is dont use framesets at all. See Here. I notice you have made a top frame and a bottom frame. The file in the bottom frame is then split into a left and right frame. This is really problematic as all frames should be defined in the one location file. This is why the links to the anchor point dont work eg in Terms and Condition page eg here all 3 frames are defined (top, left & main) in the one spot.

If you go away from framesets and just use one page as I would recommend, just use a navigation system on the left (forget up top). The idea is to have a different navigation system for each section of your site eg Getting Started, Licence Agreement, etc. So for example you might have 7 unique navigation sections. Each of these the code will be saved in a text file and called specifically by a page that requires this navigation system. See SSI's for more info. Each Navigation section should show all basic menu options, but for the option chosen, then show all the sub options indented underneath eg:
Home
Getting Started
The Navigator
The N-key
The E_D-I-T keys
The E-key
The D-key
The I-key
Contact Us
About Us
This should simplify the navigation a little, but it is still really confusing so needs simplifying so not to turn off customers. If you site is really easy to get around, potential customers will think so will the software be. At the moment it is quite scary, and believe me in my day I have seen quite scary (I didnt get these white hairs for nothing)
